To continue a little bit... tank: the library in the school is pretty impressive, they might not have the lastest of the latest -- but they have some pretty fucking cool books on art and design in general, and really really old books.
Anyway, on of the main reasons is moved to the UK was because what RGB said ... there are not that many creative agencies in Belgium like you have say, in London. The atmosphere is totally different and although Belgium has a enourmous creative industry, most don't seem to be able to see the links between them. Most "(web)design" companies just go for the money and do corporate design. It's up to the freelance designers, one man studios and small collectives to do the creative stuff -- which is hard to come by and its a struggle to survive sometimes... But in the end it all boils down to yourself and what choices you make.
