Hi,
I reckon there is a HUGE difference between the two countries. I lived in Belgium for two years, and searched for a decent aagency, I swear I only found ONE. There are a lot of freelance agents in belgium that do some rad stuff, but i swear, belgium sucks compared to holland. The dutch are born in a country that looks like a grid for god's sakes, they know helvetica before they can walk. Design is in their blood.
Best design agency in belgium, by far, is base design.
Two years of fruitless searching is what belgium left me... it sucked. Thats why I started my own gig.
Fave design agency in Holland would have to be experimental jetset.
