I would rank 'designing a logo' almost at the bottom of a list of a city's responsibilities. A private institution should be charged as much as they are willing to pay for their logo, because they have a brand to sell. The city, however, has other duties – branding being among their last. I simply don't see how any argument – be it for tourism, promotion, whatever – is strong enough to support saying to the taxpayers, "Thanks for your 687 billion. Sure we could improve our schools or infrastructure, but, hey – enjoy your new logo!"
I'm pretty progressive, politically, and I'll defend a designer's right to get paid for their work to the death, but this one just doesn't add up, to me. This is more of a civics issue in my mind, than a design one.
