  To my knowledge: No.
  Most font software requires shape-hints from a vector format to render the art consistently. Since jpegs do not contain shape hints the best you can hope to do is important them and have them be auto-traced.

  Now i have seen some custom apps which let you attach jpegs to keystrokes - a colleague of mine did one in flash. But that's about all I can tell you about those. Good luck!
