Don't really think it's a good idea to get "creative" on this one. It clearly is all about usability and functionality.
If you are doing a cover and back and index and there's a few images here and there... your best friend would have to be the grid. Do some quick research on grids (basic knowledge every designer must posses). Look at the content and figure out a unique but usable way of organizing type. Think of columns... how many? 6? 7?It's hard for us to tell you what to do as we didn't talk to your client, we have no idea on the printing budget, paper stock, if there are any images, if it needs to be in bw or if there is some colour, etc... With print the sky is the limit. The budget plays a huge role here just like the actual specs.
This project seems rather simple. Just learn from it.
