P4, hands down.
Xeons are silly for you to blow your money on.
Seriously.
This is a WEB DESIGN machine?
You barely need anything to do that just fine.
2Ghz would even do you fine.
Get as much RAM as possible, of course, and a decent amount of HD space.
RAID and SCSI are unecessary expenses.
Spend your money on a damn good CRT and a second el cheapo box for testing other old browsers!
That's where your money is best spent.
