you need permission from the city if its shot on the street. They just want to know whats going on... and deny you permission if they wanted to. Might also cost a nominal fee... not entirely sure. If you get stopped by the cops they can rightfully confiscate your equipment without em.
As far as getting them, Its different for all cities. If you're in a small town just check with a gov't office that takes care of business permits. As for places like NYC and LA, i'm sure its a much different process.
