Not knowing even the baseline of the technologies you're designing for is like an architect not understanding physics or the physical properties of the materials they're working with. They don't have to do the construction drawings or engineering or anything like that but they must be able understand that steel does things that concrete can't and so on.
It's the same for us — we don't have to hand-code every aspect of a site but it's imperative to know what's possible, what we're asking of developers, etc. Like what BattleAxe said above, it's a good idea to know the frameworks, logic, application design, etc.
This may be more important for big sites that small, of course.
