Well, first off everyone it's XEON, no Z anywhere around.
Dual's are particularly useful for rendering and very intensive graphics, but for Photoshop and illustrator, it won't make that much difference. I have a dual XEON 2.2 and it rocks. I use my old pIII 933 for web and PS work.
I would go with the P4, get a GIG of ram, fast hard drive and a good graphic card. Oh, there is a difference between the Geforce cards aimed at gaming (on the P4) and the professional cards found on the Xeon workstations, like the Quadro series. I don't think you'd need the professional cards, the GeForce or ATI 9700 would be fine.
Get yourself at least the 21" Trinitron (just got a new one and it is beautiful!). Go for the 24" Sony, if money isn't an object.
