so either the cable (or its connections at each end) or its the drive issue. hard to say not being there.
try the wacom with the camera cable? see what happens.
re: Drive Letters: its probably ok to change it if you don't have any paths but i am not absolutely sure. "the warning windows will give you is: changing the drive letter of a volume might cause programs to no longer run."
if your camera is connected but not showing up on that list in disk management then its probably something else.
fyi i am a mac user at home so i am not a big windows / pc tech-head, just a frequent daily user.
