I would say this is not that uncommon, especially with the economy. Companies primarily do this when they are desperate to fill a void in their team, and cant find someone local to hire, if they are just hiring, and you want the job from a different state, and they don't "need" you, then chances are you need to get out there on your own to meet with them.
