Forget just the interface side for now and focus on the photgtaphy first. You will need a nodalninja, or panosaurus to films the 360 along with an SLR with a wide angle lens. When you have these items and discovered if you will be shooting a multi row pano or a 5 shot one with a 8mm lens (4 shots at 90 degrees and one zenith shot ) then the stitching application should be easier to find. I recommend PTGUI, calico or autodesk stitcher. From there there are several formats to export from including Flash. I personally hate Flash for virtual tours and love QTVR, but the penetration rate for flash is much higher.
