What they are really doing that is smart is they are slapping a more appealing face on outsourcing.
If you look at a lot of the designers on there, and especially the slightly better (or least bad) ones, they are mostly from third world countries where people don't mind doing a logo for $200.
Traditionally it would be considered risky and kind of second rate for me to go find a designer in India, former Soviet Bloc etc. But with "99 Designs" there is a trusted brand name behind it and the outsourced nature of the work is not out there in front.
