the article is talking more about the whole pitching process, not whether or not you're compensated for the few days or hours usually spent on the pitch.
The results from pitches like that are usually poorly thought out, or generic, or crappy in some other way. Then the client picks from among that quick crap and then the winning designer has to make something from his crap, even though his initial concept was poorly researched, poorly planned because he can't afford to spend too much time on it. So that process leads to a crappier end result.
That's what he's talking about.
