What baseline said. Proposal; come to agreement on price; modify proposal if needed; get signatures; proposal then becomes a contract. Then immediately send invoice for retainer to get started.
Otherwise, if it's a smallish job and a client that I know/trust, I simply track my hours and send an invoice when finished.
