When I was there in May there was something that looked like a festival around Canal St Martin. Street performers, a wooden carousell in a park with live music on it, open air theatres, drum, rock and jazz bands an weirdos. Apparently it was organized by a local culture animation centre, perhaps they do it more often.
The Canal is a nice area to walk through too.
