'I'm sorry, but I don't feel comfortable answering this question at this stage of the interview process, as I feel it may put me at a disadvantage when we discuss remuneration for my position. If you'd care to elaborate on why you feel it necessary to ask this question, I'd be happy to answer the question if I feel the reasoning is logical and adequate.'
In a nutshell, find the politest way your personal communication style permits to say 'get fucked, i'm not giving that up until you make me an offer'.
