imo 16kb/s is waay too low. if you're loading in external mp3s on the fly, i'm figuring it's music, not event-based sounds.
i wouldn't go below 80-96k/s in fact. if you know your audience is broadband, go for 96 or higher. that's what most streaming audio files are encoded at anyway...
