YES
Using the Direct select tool, select one of the shapes that you want to merge and hit Ctrl (Cmd) + C. Then click the vector layer of the shape you want to merge it with and paste the shape into that vector layer. The shape will be pasted right in its place and you can drag it around with the Select tool. You can delete the original layer.
If you shift click both shapes in the layer you'll notice that you have path options in the toolbar to add, subtract, exclude, etc. The paths will still be editable until you click the expand button.
