the angle david simon takes, which he's got experience in as he was a crime reporter for 12 or so years in baltimore, is that the issue is the lack of investigative reporting as the budgets are dropping and so the staff numbers are getting axed which in tern leads to more 'chequebook' journalism. although that already existed anyway, it's just got worse.
