Sometimes the owner 'is' the CD.
At the end of the day, any decent agency will read your application if it comes through to the general 'info@' email address, or direct to the person who makes the call to hire, usually the CD.
Most agencies are that busy, and get so many applications that it takes time to look through, let alone get back to everyone. I don't respond to every application that comes to me because if I did, I wouldn't get any work done; but I do look at all of them – I'm currently working my way through 85 such emails and they still come in thick and fast.
If there is a better way I'd be keen to hear it.
