    First off, its not in perspective, its done in a shallow 'isometric' grid. If you look at the extreme data points far left and far right at the back of the grid, they are the same distance apart as the two extreme points at the front... ie, its not done in perspective.

    Secondly you either wish to 'code' some software to take data and generate a graph like this, or you just want to visually recreate a static 2d visual representation of that graph style. Assuming its the latter, then the best and only way to do this is to draw it. You've reached the glass ceiling of computer ability here and there is no quicker way of drawing it than actually drawing it.
