Make a PowerPoint presentation for your boss. Schedule a one hour meeting with him. Show how your pay is below market rate, and how his "policy" of no pay raises doesn't eliminate the realities of your situation. Talk about possible alternatives, like you working less for the same pay if he's entirely inflexible.
