I think the RIAA is to the major record label what BMI and ASCAP are to songwriters. Have you heard about how ASCAP threatened to sue small clubs/bars for playing CDs in their venues or having live bands play covers without paying ASCAP dues? I think its similar...they act on behalf of their members.
