listen mg - I hate to break it to you but this is standard fare for an office sink.
Every office I've ever worked at has had a swamp sponge like the one you described. It's often wet too, leaving me to wonder who in their right mind washes a dish with such a dirty cessbag. Personally, I'd rather eat off of someone else's day-old, spaghetti-sauce-crusted plate than wash my own plate with that sponge.
To remedy the matter, I use hot water and paper towels. I know it's not "green", but at least it keeps me from turning green when I need to wash my dishes.
About once a year the sponge is replaced and I think "oh what a pleasant surprise!" I'll use the sponge for a week or two, then slowly watch it turn from that bright pink to brown, to black.
I've thought about bringing in my own pack of sponges and storing them under the sink, but I always forget to buy them when I'm at the store.
