It is lacking depth/contrast. Almost looks too 'real' - like just a scribble you wouldn't look twice at.
That image of the guy with the bright colors on his face - the arch/interior image posted above, is much clearer in its intention (although I still don't care for it, but I am old ;-) )
Photo change is a good idea. Maybe something that can tie the 'old/boring' brochure with the 'cleverly marked up' brochure.
It doesn't have to look literally like highlighter. Make it punch and use it selectively.
