getting a PC that is spec'd identically to the mac may be almost equally expensive due to xeon markup, small expensive range of compatible mobos and expensive registered ram... but you're not building a web server (which for some reason the MacPro is built like). A /faster/ desktop PC can be had for probably 1/2 the price by selecting fast 'consumer' oriented hardware like i7 chips, unregistered ram, etc.
so it's not so much that the MacPro is expensive, it's actually well priced. It's just that the hardware is overbuilt for a lot of users (4k/6k motiongraphics/3d work aside). If Apple had single chip i7 desktop for $1,000 they would hit the sweet spot for most designers, I'd say.
