As agentfour said, shift+cmd+k brings up colour settings, then go to the 'CMYK' drop down menu. Then go to 'custom CMYK', its the first option in the box, then set your Black Ink Limit and/or Total Ink Limit. You might need to play with it a little but it'll get you there.
Then convert your image from RGB to CMYK and it'll use the new calculations to keep the ik density to 200% as opposed to PS's default 300%.
