First of all; I agree. A typical 16 year old "web dude" is no more qualified to design or develop websites than a "print-only designer". And being able to write HTML does not make you a usibility expert.
I would require advanced knowledge of both HTML and CSS, in addition to having serious skills and proper education with graphic design and composition before I let someone design a website. Also it would be nice if they knew a little about the back-end magic (php, postgresql etc).
Your last point, however, is just as applicable to print designers as to web designers. To be a "designer" requires nothing, to be a successful one however..
