Glock was out there on dry tires. The rain wasn't heavy enough to warrant the intermediates but the gamble was taken by just about all drivers that the rain was about to come down. So for a few laps he had an advantage on his dry tires.
But the moment the rain became heavy enough to warrant the intermediates Glock was at a huge disadvantage. So he was in huge trouble on the last lap. He was all over the place in his last lap and lost seconds to every driver. Go watch some footage and see how his car flicks all over the track on those tires as Hamilton goes past. That was on the TV footage.
