hit the pavement. if you're freelance then your work depends on the studios / agencies you'll be working for and they won't know you exist until you tell them.
i found that once you get out there people you work with know other studios and pass on your name. it can kind of escalate from there.
also, don't stress about your folio. i whacked some pdf's on a cd when i was freelancing and once i started work with some studios i didn't even need to show anyone work again. you end up being perceived as valuable by already being used. a bit like when you're in a relationship chicks suddenly find you attractive.
a thorough email campaign can't hurt either.
one important thing, people choose from 'top of mind' so keep in contact. when they need someone they need them urgently (usually) so if you're the name they remember you're in. once you're in the door then it's up to you and your work ethic.
