Windows assumes you're moving a file if both locations are on the same partition (ie. Desktop to MyDocuments). If it's 2 different partitions, it copies by default. I think Mac does exactly the same.
Learn modifier keys on both systems. Also, a '+' sign next to the icon means it's copied, lack of it - it's moved.> Why does no FTP software seem to work right on Mac?
Forklift does for me on the Mac what Total Commander does on Windows. There's plenty of ftp software.

That's your ftp software's fault, presumably its settings. Mine asks what to do.
