Agree with Baskerville.
If you're going in for an ident / brand design and manual then you're talking months of research, design, and then documenting. Of course that's a little more than three hundred, or even three thousand bucks.
The logo is really just the beginning but it's certainly an important aspect of their business. It's the first thing that most potential clients will see of them, and if they haven't a bricks and mortar storefront then it will help serve as a cornerstone to their online or printed presence.
