I see. So it looks like you're going to have to do a lot of custom coding.
I think you'll find that the pages take you longer than 1 hour apiece. Or at least you should plan on them taking longer so you don't get screwed. It also sounds like there's going to be a significant amount of time spent communicating with the client about how a piece will translate between print and web. Make sure you account for that somehow.
So maybe 2K is a better bet. What I've found works best for me is to pick a price that I feel is fair. When I try to pad my hours too much or streamline things to fit within a client's limited budget I usually don't get the job or wind up wishing I never took on the work.
