It's all down to spec (obviously)
CPU: These days, you want at least a dual core 64-bit processor (cs4 will be 64-bit, possibly utilising multiple cores (finally!)), 2.6-3GHz.
HDD: Whatever you need. Personally, I think it's better to have a small drive for working files - because it forces you to backup often. Imagine not backing up 300GB of work, then losing it. Not as bad as losing 5gb.
Extra features: bluetooth + wifi are pretty much standrad these days - think whether you want or need firewire 800, bluray, built-in SD etc
Think about the company and support options, research their reputation, and the model you go for.
I'd probably look at a high-end dell workstation. My uncle had a pretty nice one with dual core.
Oh, don't get vista.
