Here is a great letter to the editor that explains it pretty well:
================================...
President Bush and John McCain are misleading the American public about oil drilling and the cause of high oil prices. They allege that Democratic Congress and environmentalists have caused $4 gas prices because of their opposition to lifting the "ban" on oil drilling. There is no "total" ban on drilling offshore or in Alaska. Today there are 9,892 unused permits to drill on public lands. Off American shores a similar situation exists. Only 10.5 million of 44 million acres of federal land are producing.Oil and gas companies hold leases to 68 million acres of federal land and offshore waters that are not producing. Current inactive leases could double U.S. oil production. That is six times the estimated peak production of ANWR.
Then why are the oil companies not drilling? They have testified before Congress that they have a shortage of drill bits, skilled personnel and offshore platforms, which prevents them from drilling current unused leased sites.
Bush and McCain have two motives behind raising the oil-drilling issue. One, transferring the reason for $4 gas to the Democratic Congress. Two, enriching the oil companies with additional drilling leases which they can exercise at their pleasure in the future.
