Hi James I am an illustrator expert.
First of all, what is the project? Do you also have a lot of vector art? that can increase.
Second, why don't you just embed the image? because you are resizing it anyway, it is best to embed.
Than, RASTERIZE it! when you embed and rasterize a image it will decrease the file size as you decreased the image size.
Always send the images files together, or keep them on the same folder in case you need to modify it.
to rasterize use OBJECT -> Rasterize -> select 300dpi, transparent or white.
