you can use flas, i would recommend compressing the video with Squeeze, using the two pass vbr setting. Play around til you get the quality you like.
From my experience , using the quicktime player with Sorenson 3 usually produce a higher quality image. But you can't embed it into flash.
I don't think any of this is officially considered "streaming" though, though it can play as it loads.
