The CMS is the killer, imo. I'd try convincing them that they don't need it. They might, by changing prices, etc., but I'd evaluate the cost/benefit.
I don't charge based on the size of the client's company, I charge based on the work that will be done.
I agree with cram - show them options. When they see that a cms will increase the cost significantly (I'd guess at least 50%), they'll probably be fine with you doing updates at an hourly rate.
If you love coffee like I do, credit or deals on beans (if they are far) would be worth some bargaining bucks too!
