It's not meant to replace things like Quark or InDesign, it's been made to help illustrators, designers etc who may not know how to build their own sites but want an online presence.
Basing it on something that they may find familiar like a DTP package was a way to help the learning curve ...
Yeah, it's starting to be quite a crowded in converting offline work straight to web. An export feature would be nice. It does let you save your projects as offline .exe's for distributing on CDROMs, USB's etc.
