Just get a Honda Rebel. They are cheaper used and it's a motorcycle, you can take it on the highway.
I had been looking for a Ruckus for myself until my friend got his Rebel this past weekend. Gas mileage was my main factor in looking for something like this, and Rebel's are really good on gas (I don't know much about motorcycles so I can't really compare, but it's about 70-80 mpg I believe).
Or look at the Big Ruckus (if you can find one), those are cool too.
