as long as 'ssi' in enabled it will work on apache or iis, it doesn't matter.
secondly, it doesn't have to be an "asp" page to work, the file extension is ".shtml".
that is what makes ssi work.
the php inlcude is good, too.
but, why not just use a pre-made cms system? there are plenty of free systems out there (check http://www.hotscripts.com).
it would be easier and better design quality than using an insecure txt file.
