  what i don't understand is you say you give him work to make him appear busy but then you say he doesn't help when you are mental busy. if he's open to accepting work from you then give it to him.

  all in all, i'm a proponent of discussing matters with the person you have issues with instead of tattle-telling. it builds a stronger team and others won't feel like you might betray them next AND you don't have to pretend you're perfect.
