sites should never look fine in IE6 and not IE7
get a comp with IE6 to check to make sure, but i would design for firefox and periodically check IE7 to make sure you're on the same page
- IE7 has a boatload of problems but with a DTD its usually easy to work around or hack as opposed to the stain that is IE6********
