i lived on the French riviera for two years....you meet a lot of people who can speak English, but mostly at a pretty basic level. You'll definitely need to pick up some French just to get around and do basic stuff. That said, it's a pretty sweet place to live if you can afford it...lots of sun, beautiful women, and good food. Good hashish too.
