I think this can be done.
If you set up your exe as a shell where you can load in FLVs or SWFs dynamically and use shared Objects to save video choices and sequences, then you have a decent head start.

the LSOs are specific to the location and SWF that creates them = you can create them with your SWF on your webpage, but the EXE won't be able to read the LSO from the user's desktop....
