he understands them he just can not use
besides if you listen careful, in the later episodes like season 5-7, he seems to use it in full capacity.
i suspect is a residual effect from when Q gave him the gift of laughter when data treated him well when Q was human for a bit and stranded on the enterprise, when he lost his powers due to misuse when he too refuge when other aliens wanted to take vengeance.
