1800 will get you a decent place in most neighborhoods. Probably not a yard, but you can probably find a place with a shared roofdeck. 1400 doesn't get you much anymore these days.
And, unless you're looking to settle down, I'd get a place in the city. You get more for your money over in Berkeley or mill valley, etc. but most everyone I know that lives over there doesn't come into the city except for work.
There are good neighborhoods and bad neighborhoods, and usually prices for rent are pretty reflective of that. So, if you find something that looks too good to be true, it probably is based on location.
