RULE # 1
NEVER ASSUME ANYTHING.
1. you will hav to get pal and ntsc versions of the project...any transfer house can do that. If it is global, you will have to do both NTSC and PAL, unless you are willing to take a huge risk and only make ntsc.
2. yes. uk = pal.
3. Yes. PAL resolution is significantly different than NTSC. you will need to make menus different for both (NTSC = 720x480, PAL = 720x576), so that drastically effects the design. You can design only 1 set of menus if you leave lots of blank space for the different resolutions.
You are basically going to have 2 times the work...if you have more questions, ask away...
