You could save a lot of time and hassle by using a couple of pre-built solutions:

    If the pages such as:

    - index
    -books and events
    -blog
    -institutional info

need to database/content managed, use something nice and simple like sNews (http://www.solucija.com/). It's free and a doddle to set up.

For the shop, if it's something pretty simple, why not look at plugging in CubeCart (http://www.cubecart.com) and then skinning it to look like the rest of the site. It's easy to do and again, it's a free bit of software the client can manage once you're done.

The only thing that seems confusing is the web tv/radio bit. Not really sure what to suggest there.

I'd probably look at about £2000-£2500 for what I've described above as it's a pretty straightforward looking job.

Hope that gives you some ideas to go on with at least!
